The State of ECD in South Africa
The 2021 Thrive by Five Index South Africa’s first nationally representative survey of developmental outcomes in early learning programmes found that more than half of 4–5-year-olds were not developmentally on track across five domains: gross motor skills, fine motor coordination, numeracy, cognition, and early literacy.
Research published in 2024 found that children who received adequate early learning opportunities and responsive care were almost one standard deviation ahead of their peers by age five, a gap that persists into primary school, secondary school, and the labour market.
Why Quality Matters More than Enrolment
A Stellenbosch University systems dynamics study found something counterintuitive: simply increasing ECD enrolment produces smaller improvements than increasing the quality of ECD programmes. A well-supported centre with committed teachers and adequate resources outperforms a poorly resourced centre with high attendance.
